The URL option can be configured only as a button-click event. The URL can be configured to a VF page in the org as a relative URL such as '/apex/SVMX_UpdateWorkOrder'. The URL can be configured to open any web page such as 'http://google.com'. The web page can be configured to open in a new window or in the existing window.
