Configuring Skill Match Rules
Skill match rules define mandatory and optional skills required to complete work orders. The list of technicians with the most appropriate skills found using skill match rules is used when Schedule Optimization assigns a technician to a work order, or when the Advanced Technician Search feature in Dispatch Console is used to match a work order with technicians having the skills configured in skill match rules.

You must enable the setting SET056(Skill set calculation for work orders) to populate the skill set in the work order.
To set up skill match rules, navigate to ServiceMax Setup > Scheduling & Optimization > Skill Match Rules. The Skill Match Rules page is displayed, listing the currently available skill match rules.

If there are more than 1000 skill match rules in your org, skill match rule descriptions might not be displayed correctly for all the skill match rules. Descriptions might be loaded on the page batch-wise.
Skill match is not dependent on Dispatch Process stamping, it is populated even when WO does not qualify for Dispatch Process.
On the Skill Match Rules page:
To edit an existing rule, check the Select check box adjacent to the rule and then click Edit Rule.
To delete an existing rule, check the Select check box adjacent to the rule and click Delete Rule.
