QTL Generation Behavior
ServiceMax recommends that you perform the following to obtain the most feasible QTL:
Creating an apt technician eligibility rule
Linking the work order with the required territory correctly
The pre-calculation algorithm generating the QTL chooses only those technicians that fulfill the following criteria:
qualify the technician eligibility rule
has territory the same as that of the work order
Consider an example with the following scenario:

Result
Territory 1 is associated with Bangalore city and Territory 2 is associated with Mysore city respectively.
The technician eligibility rule states that the city of the technician should be the same as the city of the work order.
Work order 1 has the following values:
City = Bangalore
Territory = Territory 1
Work order 2 has the following values:
City = Mysore
Territory = Territory 1
QTL is generated correctly for work order 1.
QTL is not generated for work order 2 because the work order territory is different from the technician's territory.

The QTL generation behavior is the same for all dispatch processes, including immediate dispatch processes.
Clear the existing QTL field value in the work order if you want the work order to re-qualify for another technician eligibility rule.
The QTL generation behavior is driven by setting SET058.
