As described in Reliability Allocation, allocation is used to translate the reliability goal of a system into reliability goals for its subsystems, assemblies, and more, down to the part level. The Allocation pane for an assembly appears only if Allocated is selected for Failure rate type in the Calculation Data pane for the assembly. The form that is shown in the Allocation pane is controlled by Allocation method, which appears under Prediction in the System file properties. The default is Base, Non-normalized.
