The Project Navigator has two panes: Navigator Tasks and Projects. The Navigator Tasks pane displays commands for the tasks that you can perform. The availability of these commands depend on the current state of the Project Navigator. For example, when you are in the Project/System selection state, the Create new Project command is available. However, once you open a file, this command is unavailable.
