Make Creo View ECAD Validate available

Provides a Creo View ECAD Validate download directly from Windchill.
Selecting this option:
1. Deploys the ECAD Validate installers on the Windchill Server, which in turn:
◦ Creates the following folder: codebase/wtcore/jsp/wvs/download/i486_nt_pvecad and places the Creo View_ECAD_CompVal_64.exe installer in that folder.
◦ Creates a sub-folder named pvecad in that folder and places the Creo View Lite web install cabs in that folder
◦ Places the related JSPs in the parent download folder
2. Updates codebase/installed.properties.xconf to include WVS.ProductViewECADDownload and sets it’s value to true, before propagating this to installed.properties.
