If you select the Use as Plane option for a surface in the Setup area of the Measure dialog box, the distance is measured from the plane that is formed by extending the surface to the second entity in the normal direction as shown:

Alternatively, if you do not select the Use as Plane option, the distance is measured from the actual surface to the second entity as shown:
