The baseline determines the point from which changes are tracked.

A baseline is required for exporting to a synchronized system, but not for exporting to a selective system. For a development system, baseline is optional.

For synchronized systems, the baseline should be established when the two systems are still administratively identical, such as immediately following a cloning activity using the Windchill Rehost Utility. The command to establish a system baseline should only be run once.

For development systems, the baseline is established by default and exports only the changes. If you want to export entire data form source to target, then you can exclude baseline using the command.
