Manage Your Organization’s Solution Central Users
Before You Begin
Make sure you meet the following requirements for managing user permissions in Azure AD:
Your Azure AD tenant is integrated with Solution Central, as mentioned in Configure Azure AD to Integrate with Solution Central.
You have signed in to the Azure portal as an Azure AD administrator.
Assign Users to Solution Central
To be able to access Solution Central, you must add yourself and other users or groups that need Solution Central access to the Customer Global Admin role in Azure AD. Currently, this is the only user role available for the Solution Central application in Azure AD. A user in the Customer Global Admin role can perform all actions within Solution Central. Tasks performed by this user, referred to as the global administrator in Solution Central, are detailed here.

When assigning users and groups to Solution Central, you must select a role other than Default Access.
See the following Azure documentation for instructions on assigning users: Assign users to an app that is using Azure AD as an identity provider. When performing step 8 mentioned in the Azure documentation, ensure that you select the Customer Global Admin role. After completing all steps, you and the users/groups you selected are configured with appropriate permissions to access Solution Central. You can now log in to your organization’s unique Solution Central URL.
After you are done assigning users, you can see a list of assigned users and groups in the Enterprise applications page of your Azure portal. If required, you can remove default access from any user in the Default Access role.
Unassign Users from Solution Central

Grant Tenant-wide Administrator Consent to Solution Central
As your organization’s Azure AD administrator, you may, at any time, grant consent to Solution Central on behalf of all users within your Azure AD. See the following Azure documentation for instructions: Grant tenant-wide admin consent to an application.

This step is only necessary if the first user to log in to Solution Central did not have permissions to or did not check the Consent on behalf of your Organization box, as mentioned in "Step 2. Log in to Solution Central" of Configure Azure AD to Integrate with Solution Central
On granting administrator consent, these new users are not required to grant their own consent when they first log in.
