Untouchable flags appear when references get lost while (re-)loading data from a database. This can happen due to various reasons.
Enter into command line

Or add this line to your customization file.
Loading this file will create a button in the toolbox.
This tool is meant to provide some help in analyzing what exactly caused the untouchable flag to appear. After selection of the object the untouchable flag is attached to and clicking "Next" or "OK", a summary of lost references appears in the display box.
Per owner (i.e. contents or child instance), you get a list of lost references, each entry comprising the type of the reference and the number of times this type of reference got lost.
For toplevel parts / assemblies, you can specify in addition whether you want to check the instance itself or its contents and child instances.
The types of the references are derived from their internal names and here's a translation of the most important ones:
