AM_ATTACH_VIEW sets an associativity between ("attaches") a 2D view in
Annotation and a 3D view in OneSpace Designer.

- :VIEW_2D specifies the Annotation view to attach.
- :VIEW_3D specifies the 3D view in OneSpace Designer to attach
to the Annotation view.
Use this action to attach views disconnected after importing
an MI file into Annotation. After associating the 2D and 3D
views, the Annotation view can be updated based on the OneSpace Designer
part or assembly which owns the 3D view. (Be sure that the two
views do correspond to each other. Updating a 2D view attached
to an unrelated 3D view destroys the original 2D view information.)
