About Files for Design Properties and Design Sheets
You can create files to export design data from one design and import it into another design. Design data is divided into three main types:
Design properties and settings—Items that make up the working environment. company settings, design specific elements such as parameters, object types, fiber-end details, location sets, and other settings in the Design Properties dialog box.
Design sheets—Sheets in the design with corresponding artifacts and their parameters.
Catalog—Items in the internal catalog, including templates, decorations, datatables, and membermaps.
Files for import and export are divided into two types:
Design properties—Includes design properties. These files also include local catalog items, local datatables and membermaps, the path to the central catalog and local layer settings. A design properties file is saved as a *.props file.
Design sheets—Includes design sheets, items on the sheets, and the design properties. A design sheets file is saved as a *.sheets file.

When you export a design sheet with cross-sheet fibers and then import the sheet, the cross-sheet fibers are partially imported. To prevent modification of a partially imported fiber, it is automatically placed on the default, protected layer PARTIALLY_IMPORTED_FIBERS. This happens even when you import the sheet to the same design it was exported from.
In Creo Schematics Lite you can only export design properties. You can import the exported design properties to a design.
