About Creating a Central Catalog for Legacy Designs
In earlier versions of Creo Schematics (Routed Systems Designer), a Master Design and a Master Catalog were created to maintain consistency between designs. The Master Catalog had to be packaged and exported for use in other designs. As of RSD release 7, you can create a Central Catalog for legacy designs and link it to the designs created from the Master Catalog. You are prompted to synchronize the contents of the Internal Catalogs with the newly created Central Catalog whenever a Central Catalog directory is set for a design. All errors must be resolved or the catalog will remain independent.

With Creo Schematics Lite you cannot submit items to a temporary submission directory and you cannot use a Central Catalog.
