If the FOSI specifies an element-in-context (e-i-c) for a pseudo-element that matches a qualified element name, the e-i-c will be used to determine the style, much like the Free-form XML editing case. However, this association depends on the prefix matching a qualified element name, not the actual namespace as specified by the URI.
