Description
This command specifies whether the top and bottom cell padding should be included when applying the minimum height specified for a table cell.
The minimum height for the cell is specified via the <?tbcminh> property. Top and bottom cell padding is set via the <?tbcpadt> and <?tbcpadb> properties respectively.
