About Setting Dimension Text Orientation
You can control dimension text orientation using Detail options and Dimension ribbon tab. The text orientation allows you to set the orientation of the dimension text relative to the dimension line.
Detail Options—The following Detail options control the orientation of dimension text for angular, ordinate, and linear dimensions in the 2D and 3D mode.

Dimension tab —You can control the orientation of dimension text using the options available on the Dimension tab that opens when you click a dimension. The type of dimension that you select determines the options that are listed in the Text Orientation list under the Display group. However, the option Default is always available in the Text Orientation list irrespective of the type of selected dimension.
The Default option indicates that the dimension will be displayed using the value of the Detail option, which is different for each dimension type.
