If Windchill Risk and Reliability is the client software for a majority of your users, load balancing the Web Server might be wise. When you have a large number of users, you typically load balance both the Application Server and Web Server. However, you do not have to load balance the Application Server to load balance the Web Server. You should always assess the performance of your existing installation before deciding which components to load balance.
