Filtering the Release Target Using Change Intent Release Target Mapping Rule (Optional)
The Change Intent Release Target mapping rule filters the release target values that are displayed in the release target column. When creating this mapping rule, the selected mapped values are displayed in the release target column. If you do not set the Change Intent Release Target mapping rule the Release Target column displays all states that are applied for that transition.

If you select the mapped value which is an empty transition, then the Release Target column displays the Change as the default value.
