After you launch the Windchill Upgrade Manager startup script, you will see the following:

Windchill is configured to automatically transmit license usage data to PTC for license compliance purposes. License usage data does not include personal information.

If Windchill Performance Advisor is enabled on the source system that is being upgraded, data in addition to license compliance will be transmitted after the upgrade is complete.
