Creating a Project or Program
To create a project or program, a user must be one of the following:
• The organization administrator.
• A member of the Project Creators group (to create a project).
Depending on the setup options selected when an organization is created, all members of the organization who have logged in may be automatically added to the Project Creators group. If this behavior is not enabled, both the site administrator and the organization administrator of the current organization can add users to the Project Creators group. From > , select the Project Creators view from the table view drop-down list. From this table you can add users.
