Service Translation: Allow Non-Administrative Users to Cancel a Translation Package

Summary
Enables members belonging to the Translation Coordinator role to cancel translation packages.
Additional Details
Previously, only the owner of the translation package or the administrator could cancel the translation package. In this release, a non-creator or a non-administrative user can also cancel the translation package. To do so, the member must have a Translation Coordinator role for the context where the baselines are stored and for the library where the translations are stored.
