After installing Oracle software, you must install any patches provided by Oracle. See the Windchill Software Matrices to determine the correct patch level to apply.

If you do not have the appropriate patch on a CD provided by Oracle, you can obtain it through the Oracle technical support website (http://metalink.oracle.com/). After logging in, you can download the patch from the Patches section on the MetaLink site.
