Type and Attribute Management Permissions
Different activities within the Type and Attribute Management utility require different permissions, which are determined by the administrator type. The Type and Attribute Management utility component where these activities are performed is noted below.
Site administrators can:
Create and edit types and attributes in both the site and organization contexts. (Manage Types, Manage Reusable Attributes)
Create and edit units (quantities of measure and measurement systems) in both the site and organization contexts. (Manage Quantities of Measure, Manage Measurement Systems)
Create and edit relationship constraints in both the site and organization contexts.
Create and edit global enumerations in both the site and organization contexts. (Manage Global Enumerations)
Organization administrators can:
View types and attributes that reside in the site context. (Manage Types, Manage Reusable Attributes)
Create and edit types in the organization context (when they are also a member of the Type Administrators group).
Create and edit relationship constraints in the organization contest (when they are also a member of the Type Administrators group).
Create and edit reusable attributes and units in the organization context (when they are also a member of the Attribute Administrators group).
Create and edit global enumerations in the organization context (when they are also a member of the Type Administrators group) (Manage Global Enumerations)

Since the initial organization context created during the Windchill installation process has the same internet domain as the site context, any types created in the initial organization context are considered site-level types. Therefore, in the initial organization context you must be a site administrator to create or edit types and attributes in the Type and Attribute Management utility. In all other organization contexts, organization administrators can create or edit types and attributes if they are also members of the Type Administrators and Attribute Administrators groups.
Type administrators (members of the Type Administrators group) can:
Create and edit types. (Manage Types)
Create and edit relationship constraints.
Create and edit global enumerations. (Manage Global Enumerations)

When a user is designated as an organization administrator, they are automatically added to the Type Administrators group.
Attribute administrators (members of the Attribute Administrators group) can:
Create and edit reusable attributes. (Manage Reusable Attributes)
Create and edit units (quantities of measure and measurement systems). (Manage Quantities of Measure, Manage Measurement Systems)

When a user is designated as an organization administrator, the user must also be added to the Attribute Administrators group to have permission for creating and modifying reusable attributes and units. Organization administrators are not automatically added to the Attribute Administrators group. If an organization administrator is not added to the Attribute Administrators group, then they do not see the icons for Manage Reusable Attributes, Manage Quantities of Measure, and Manage Measurement Systems in the navigation pane toolbar.
