The Participant Administration utility creates only organization objects (also referred to as the organization ) and not organization contexts.

Creating an organization participant in the Participant Administration utility does not create an organization context. Both the organization participant and its context can be created the Organizations page (visible only to site administrators), accessed by clicking the View All link under Organizations . Click the new organization icon at the top of the Organizations table. For more information about organization contexts, see Getting Started with Windchill Administration.
Ensure that users have an email address, as many features in Windchill require users to have an email address. If users do not have the email attribute set in their user directory service entry, they cannot participate in the features that require an email address.
