Publishing Operation Resource Associations
If you have Windchill MPMLink installed and you wish to publish resources allocated to operations, consider the following:
Resources must first be created in Oracle Applications, with NON ZERO TIMES IN THE OPERATION, for which Usage Rates defined on the resource are zero.
Usage rate mapping differs, depending on whether the resource is Scheduled or Non-Scheduled.

Scheduled Resources
If the usage rate is not equal to zero the usage is equal to the usage rate multiplied by the corresponding time specified in the operation.
Non-Scheduled Resources
Verify the ESIFlags/MPM_UsageFlag global variable in the middleware. If the flag is set to true then pick up the usage values defined in the lookup file. If the flag is set to false then use the values coming from Windchill MPMLink in the response.

ESI services allow releasing a Windchill PDMLink Promotion Request. However, with the out-of-the-box settings, only the promotables in a promotion request are sent to the middleware and eventually published to Oracle Applications. In order for the promotion request to be sent as well with the ESI response, the ESI response meta information file needs to be configured appropriately. See the Windchill Enterprise Systems Integration Customizer's Guide - Oracle Applications for more information. In order for a promotion request to be released as a primary business object, the Windchill ESI preference Publish Promotion Requests must have a value of Yes.
