When cache vault is not available, the local backup vault is enabled for upload operations.

When cache vault is not available, a configured local backup vault automatically stores the uploaded content files. When the original cache vault is restored to read-write state, either automatically or manually, local backup vault stops acting as cache vault. The files uploaded to local backup vault are synced to target vaults automatically. If cache vault is not restored automatically within an hour, you must restore it manually.

Set the wt.fv.faultTolerantVaultsAutoRestore=true property to enable the configured local backup vault.
