About Classic States and Phases
Windchill provides the capability to define states for projects or programs, their plans, and the objects which they contain. It also provides the capability to define phases for projects or programs. These states and phases assist in managing of the project or program and its information.
Object States
A state is a description of the maturity of objects stored in a project or program. Windchill provides the following three states: In Work, Completed, and Canceled. When an object is created, the initial state is set to In Work. The owner of an object can change the state from the object information page. A change in state indicates a change in the maturity, or completion, of the object. When an object is linked to a project or program deliverable, the change in state can be used to notify team members or the project or program manager that a change has occurred.
The object creator, anyone with edit permissions, and anyone in the Project Manager or Program Manager role can change the state of an object.
Project or Program States
A state is an indicator of the project or program's stage of operation and activity. Windchill supports some capabilities and access control which are specific to the project or program state.

Plan States
A plan state is an indicator of the plan's stage of operation and activity. A plan supports some capabilities and access control which are specific to the plan state. The plan state is subordinate to the project or program state. It can be set independently, but also can be overridden by the state of the project or program.
When the project or program is in automatic execution mode, the plan state can be altered by specific actions available on the Plan page.

Phases
The project or program phase is used to indicate its maturity to the organizations using the project or program and all members. The phase is set by a project or program manager. The phase is not linked to any specific capabilities or access control features.
Windchill provides a variety or project or program phases, such as Planning, Development, and Review.
