Benefit
Migrators have been added to enable features from previous maintenance releases. The Windchill Upgrade Manager allows administrators to automatically execute the migrators for access control rules instead of only being able to load the rules manually.
Additional Details
The following new processes have been added to the CAPA module:
Create actions and initiate them prior to the planning state.
Confirm the effectiveness of a CAPA after all actions are completed
Revert the CAPA to the Investigation state when effectiveness fails
Administrators must either manually load the access control rules for the CAPAActionPlan and CAPAChangeActivity objects or allow the migrator in the Windchill Upgrade Manager to load these rules into the existing quality container and template.

Regardless of whether you manually loaded the access control rules or ran the migrator, you must manually assign Create, Modify, and Modify Content permissions. These permissions allow users to create a CAPA request if they add an action to the Action table in the New CAPA Request window. Previously, team members had Read and Download permissions for the CAPAActionPlan object.
