Business Administrative Change Utility
The Business Administrative Change utility provides the ability to create a package of business administrative changes for exporting the changes to a production Windchill system. It enables you to import business administrative changes from a Windchill system.
The Business Administrative Change utility is available in the Business Administration section in the Utilities page under Site 
and Organizations 
. This utility can be accessed by the organization administrators who are members of the Business Administrative Change Package Creator and Business Administrative Change Package Importer user groups, and by the site administrators.
