Streamlined Creation of Project and Program Contexts

Description
Creating a Project or Program context no longer requires selecting an Execution Mode or linking Deliverables with Plan Activities. These values are now automatically set to appropriate defaults based on the settings of the Default Execution Mode and Default Linked Deliverables preferences. These values can be modified using Edit as long as the plan is in the Scheduled state.
Administrators can configure Execution Mode or linking Deliverables with Plan Activities to be immutable or they can be removed from the Create and Edit pages as desired.
