Allow Save As Action to the Windchill Base License and Author License Profiles

Description
The Save As action would now be available for the following License Profiles:
• PTC Author License
• PTC Windchill Base License
This would enable you to save objects as Documents, Dynamic Documents and CAD Documents without additional licenses.
