Licensing: Action Visibility Restrictions Enabled by Another License Entitlement

If you have multiple license entitlements, then any one license does not cancel the action entitlements of the other license.
Summary
Prior to Windchill 12.1.2.0, the PTC View and Print Only license blocked the availability of actions enabled by other licenses. For example, a user entitled to the PTC View and Print Only license along with a PTC ProjectLink Module license would not be able to see the actions associated with the PTC ProjectLink Module license.
Starting Windchill 12.1.2.0, this behavior has been corrected and users have access to all actions associated with each of their entitlements.
