Starting 12.1.0.0, the Workflow functionality is restricted to users with the appropriate license entitlements.
Additional Details
Users with the PTC View and Print Only license entitlements will no longer be able to modify or complete workflow tasks.
The PTC Contributor license is the basic license required to enable users to access and complete a workflow task. To manage workflow processes, workflow templates, and life cycle templates, the users should be part of one of the following license profiles: PTC Author, PTC Windchill Base, PTC Windchill Advanced, or PTC Windchill Premium.
The PTC PDMLink Module license also provides these capabilities but only within the Product and Library contexts. Likewise, the PTC ProjectLink Module license provides access to these functionalities in the Project and Program contexts.
In addition to having the appropriate licenses, a user must be an Administrator or a context owner to perform administrative functions, such as creating and editing workflows and life cycles, and managing workflow processes.
