Site administrators and site business administrators are administrators of the top level context within a Windchill solution. Settings or actions taken at the site level affect the lower level application contexts (such as products and projects), unless specifically overridden by the lower level application context administrator. If you are a site administrator or a site business administrator, you can create and manage organization contexts and site-wide templates. Site administrator or a site business administrator functionality is a superset of the organization administrator functionality. A site administrator can do everything an organization administrator does plus create new organization contexts.
