Migrator for MVC Builder Registration Configurations

Description
The configuration method for registering MVC builders has been changed in order to enable deployment of custom builders using the CCD process.
A migrator is provided to facilitate transition to this new method. This migrator supports migrating your builder registration from the recommended legacy method that uses the <mvc:builder-scan/> element to the new configuration. You may need an additional conversion step if you have not been using the recommended method.
