Viewing Agreements
Any agreement manager is able to view an agreement as long as the agreement manager has Read permission for the agreement and for the cabinet in which the agreement resides. A user who is not an agreement manager can also view an agreement information page with limited actions if the user has Read permission on the agreement object. For more information, see

If an agreement manager is not cleared for a particular security label value or does not have Read permission for an authorized object, he or she cannot see the object in the Authorized Objects table. Objects that a user is not cleared to see appear as (Secured Information).

If an agreement manager is not an authorized participant for a security label value set on the object, but is able to modify an active agreement associated with the object and applicable to that security label value, she could add herself to the agreement to gain access to the restricted object.
