For a user to have the Change State option, they must be a member of the set of groups configured in custom.lcs.properties through the wt.lifecycle.LifeCycleManaged.updateStateGroups property.

By default, the users who are granted access are members of the Administrators and LifeCycleAdministrators groups.

Users must also be granted access to Change State in the Policy Administration utility.
