Fixed an issue where aborting a file-based deployment did not cancel the active file transfer.	UTL-12521
Fixed an issue where a subsequent file-based package deployment would stall after a previous deployment did not complete cleanly. This fix ensures that canceling a deployment using the abortDeliveryTarget API now properly terminates the associated file transfer, allowing subsequent deployments to proceed normally.	UTL-12522
