Use case not scoped to increment (Reviewer Review)
If you are delivering a project using an incremental delivery strategy, then each use case in the model should be linked to an increment. Use cases represent user requirements and as such, the linking of use cases forms the basis of an incremental delivery.
Review items are logged when a use case is discovered that does not have a link to an increment in the model.
Consequences
Well defined increments help business and system analysts define deliverables as self contained blocks of functionality. Use cases that do not have a link to an increment for a model that is delivered using an incremental delivery strategy are not able to be defined as deliverable functionality.

You should scope your use cases to an increment, as follows:
