A field on a dictionary item is empty or contains specified text.

This is a configurable review, you should configure it to your own standards.

If you find that people often use text like \u201ctodo\u201d or \u201ctbd\u201d then these can be added as items that will create a review item.

An incomplete model may be difficult to understand. For example, if a pre condition field is empty it raises the question whether there are no pre conditions or whether preconditions have not been examined.

The most common strategy is to add text to the fields.
