Granting a user access permissions to publish tag definitions
1. From Model Explorer, right-click the database, and then click Access Permissions.
2. Click New.
3. From the Name list that opens, select the required User or Group.
4. Click the associated Access Rights cell, and then from the list click Owner or Write.

The user will be able to publish Tag Definitions and add published Tag Definitions to any of the database's Models.
The user will be able to change all Models and Packages in the database.
Only Database Administrators can set up Database access permissions.
If a Tag Definition is not linked to any Stereotypes that have model item types defined, you can publish that Tag Definition without database write access permissions; however, having published the Tag Definition, you require database write access permissions to make the Tag Definition useable, that is:
Link the Tag Definition to a Stereotype that has model item types defined.
Define model item types for any Stereotypes to which the Tag Definition is linked.
