AM_SKETCH_TO_FRAME converts a sketch to a sheet frame.

- :SKETCH specifies the sketch to convert to a sheet frame.
Use this action to convert a sketch to a sheet frame. This
is useful when an imported sheet frame is not recognized by
Annotation. When you convert a sketch to a frame, the frame
of the active sheet is automatically converted to a sketch.
