AM_DIM_ROTATE_TEXT rotates existing dimension text by a given angle.

- :ROT_ANGLE specifies the angle of rotation. A positive angle rotates
text counterclockwise.
- :DIM determines the dimension to modify. This can be used with the Select
tool for multiple selection of dimensions.
Use this action to rotate the text of an existing dimension.
