AM_MOD_HATCH_REF_POINT sets a reference point through which the
manual hatching should pass.

- :HATCH_PART selects a hatched part. The hatched part will be modified in all views and sheets.
- :HATCH_REFPOINT specifies a point for the hatch pattern to pass through.
Use this action to modify the course of a hatch pattern by directing
it through a specific point. This can be done to avoid clashes
or ambiguity between the hatching and other geometry.
