After you merge two versions of an IDX files, the state of each transaction is determined by the last state saved by any user. For example, if you set a transaction state to Accept yesterday, and another user sets the same transaction to Reject today, when you merge the files, the final state is Reject. Your change to Accept appears in the transaction history.
