Using the Dragger to Transform or Rotate Parts
After you activate the dragger, drag any of its elements to move, rotate or scale the selected parts. The dragger has preselection highlighting to help you select an element and is centered on the selected part.
When the original dragger is out of view, an alternate dragger is displayed. Use the alternate dragger to move, rotate or scale selected parts. The arrow at the center of the alternate dragger points to the center of the original dragger.

When using the alternate dragger, the components move in relation to the original dragger position.
