About Managing Localized Text with Windchill
You can use Windchill to manage the localized content of your illustrations, if at the server, administrator, or user level, this preference is set: General/Windchill/Windchill_localization=true.

When a new version of the XLIFF file is checked into Windchill, it can be automatically applied to the C3DI illustration file. In Creo Illustrate, when you open an illustration with new translations, a notification appears and you can accept the update. After you check in the updated C3DI file, the updated translations are published to the associated PVZ file.
The Localization pane of the lower data panel contains the iteration of the XLIFF file.
You can set a preference to show only the most up-to-date versions of localized text. If you choose to show languages that are not updated, they appear in italics in the Localization pane.

If you are working with Windchill in SIM Translation mode, the translation is fully controlled by Windchill. As a result, import, and export of XLIFF files, as well as modification to source and target languages are all disabled in Creo Illustrate.
