1.
Right-click and choose
Dimension
from the shortcut menu or click
Sketch
>
Normal
.
To create a non-horizontal dimension, make sure there is a linear reference in the sketch for the dimension.

Select the first arc.

Select the second arc.
4.
To create a non-horizontal dimension, select the linear reference.
5.
Middle-click to place the dimension. The dimension is placed.
