Automatically Set BOARD_SIDE Parameter Values for Components

Description
Now when importing from IDX and IDF, the BOARD_SIDE parameter value, TOP or BOTTOM, are set automatically on import. Changing a component’s placement reference can change the value. For example, when you move a component placed on the top of the board to the bottom of the board, after regeneration, the value changes from TOP to BOTTOM.
BOARD_SIDE value is driven by the system, therefore it is a locked parameter.
Allows for easier downstream automation for components on the top or bottom of the board.
