About Automatically Scaling a Sketch
When you create the first sketch in a model and then modify the value of a weak dimension for the first time, the sketch is automatically scaled in proportion to the modified dimension.
Auto scaling is enabled by default. To turn off auto scaling, click File > Options > Sketcher > Dimensions, and then clear the Auto scale weak linear dimensions for the first sketch in the model check box.

There are some cases where auto scaling is not applied to the sketch, including the following:
Auto scaling the sketch would change the shape of the sketch.
There is a change to the outline of the model before the initial sketch is created.
An analysis feature is applied to the model.
The first time a weak dimension is modified, it is modified to have a negative value.
